With over 32 years of experience in Information Technology, Telecommunications, Cloud Infrastructure, and Data Communication, Cesar brings a wealth of knowledge and leadership expertise. Beginning his career as a Field Engineer at PT&T in 1993, he has since contributed significantly to leading organizations, including Globe Telecom, Source Telecommunication, Samphire Inc., and San Miguel Corporation.
 
Cesar’s impressive career trajectory includes spearheading projects such as nationwide fiber optic rollouts, Big Data management platforms, and infrastructure build-outs for major telecom equipment manufacturers. Notable achievements include establishing international Points of Presence (PoPs) and implementing critical interconnections for Tier 1 and 2 ISPs. With a robust understanding of project management, solution provisioning, and operations, Cesar is well-equipped to lead OWI’s sales strategies and initiatives and drive overall company goals.
 
In addition to his technical expertise, Cesar has a proven entrepreneurial spirit, founding and leading a telecom servicing company, Samphire Inc., and overseeing critical enterprise software deployments.
