Salleh Imran Ramli
Chief Technology Officer (Malaysia)
Ts. Salleh Imran has over 27 years of experience in the telecommunications industry, with strong expertise across network operations, engineering, sales, and business acumen. He holds a Bachelor’s degree in Computer Science from the University of Missouri, Kansas City.
He began his career at Celcom (M) Berhad, where he architected and delivered two major NOC migration projects—Network Management Centralization and Celcom–TM Touch Network Integration—establishing the surveillance, fault management, and operational frameworks that became the foundation of the Celcom Axiata NOC. He later led transmission engineering and nationwide deployment for the Celcom Axiata national fiber backbone rollout at Formis Network Services, in collaboration with Huawei, while gaining strong exposure to project delivery, commercial alignment, and customer engagement.
At YTL Communications, Ts. Salleh successfully transformed a brownfield NOC, managing the transition and final takeover from managed services to a fully in-house operation. He led nationwide operations for 4G YES and 1BestariNet, and spearheaded in-house OSS development, including PEMS (Power & Environment Management System)—an open-source element management system for rectifiers and outdoor cabinets—and the NOC Portal, a centralized platform for ticketing, inventory, and knowledge management supporting nationwide operations.
